How to apply for a Certificate of Conduct from abroad

You need a Certificate of Conduct for your new job in the Netherlands. At the moment you are either living in your home country or you are visiting another country. Even if you are on holiday abroad, you still need to apply for your Certificate of Conduct to start your Dutch job in a couple weeks. We will tell you which steps you need to take, to apply for your VOG (CoC) from anywhere in the world.

Apply for your VOG

There are several jobs for which you need to apply for a Certificate of Conduct. All those jobs and companies require a VOG for different reasons. Sometimes you need a CoC because it is stipulated by law. This is usually applicable to the entire industry. For example, a Certificate of Conduct (VOG) is required if you work in child care. It does not matter what position you have. Everyone working in the child care industry is required to apply for a VOG (CoC), because that is the law.

In addition to childcare, there are other industries requiring a VOG by law. However, there are also plenty of organizations and companies that decide on their own that you must apply for a VOG (CoC) before you start working for them. Employers have the right to do so. They may decide whether or not they require a Certificate of Conduct from you. After all, they must be able to determine whether they want to hire you. A VOG (CoC) application is a useful tool for that purpose.

Due to the new privacy law, your employer must justify why they need a Certificate of Conduct from you. This may be related to specific responsibilities you may have in your position, such as those involving finances. It may also be because you are responsible for caring for certain vulnerable groups in our society, for example. And there are many other reasons why you might be required to provide a VOG (CoC).

Apply for your VOG from abroad

It takes a few weeks before you receive your Certificate of Conduct. Your CoC can only be issued by Justis. Because of all the submissions that come in every day, they need a little time to process them all. In that regard, it does not matter whether or not you have a criminal record. A longer wait simply means that Justis is busier and that more people have submitted applications.

In many cases, as an applicant, you are still in your home country or are planning to travel before starting your new job. It makes perfect sense that you might not yet be residing in the Netherlands when you need to apply for your CoC (VOG). Fortunately, you can also do this from abroad, outside the Netherlands.

You can apply for a CoC (VOG) from anywhere in the world. The process is just a little different if you want to apply for a Certificate of Conduct and do not yet have all your Dutch documents. In that case, you cannot submit a digital CoC application like many others do, because you need a Digi-D to complete and submit your application. If you are not yet residing in the Netherlands, you do not have access to those systems yet.

You must apply for a VOG as a non-resident, because you are not yet settled in the Netherlands. You can do this by filling out this form and sending it by e-mail to vog.np.rni@justis.nl together with a copy of your passport or ID and proof of payment.

It is important that you pay Justis first, before you submit your application via e-mail, otherwise you cannot attach the proof of payment to your e-mail. You have to pay € 41.35 via bank transfer to Min. van Justitie en Veiligheid 605 / JUSTIS COVOG, with IBAN-code NL31 INGB 0705005453 and BIC-code (swift code) INGBNL2A and with your name as an applicant in the payment description.

Is a VOG the same as a criminal background check?

Is a Certificate of Conduct the same as a criminal background check?

You are soon moving to the Netherlands, and you need a VOG. The jobs you applied for all require a Certificate of Conduct. Now, you are wondering if a VOG is the same as a criminal background check. Maybe even another question pops up: what are the chances that I will get the Certificate of Conduct? We answer all your questions in this blog!

Criminal background check

A criminal background check will show if you have a criminal record. The person or company requesting your criminal background check will then receive a list of all the criminal offenses you have committed. These are criminal offenses committed in the Netherlands, as well as abroad. For some people, that is quite a list.

The good news, though, is that offenses can also be removed from your criminal record. Once the review period has expired, they will no longer appear on your criminal background check. Therefore, having a criminal record in the past does not automatically mean you will have one in the future.

Are you unsure whether or not you have a criminal record? If so, you can request one from the Ministry of Justice and pick it up at the court where you live.

Such a comprehensive criminal background check is simply necessary for certain jobs. You can also think of this check as an international certificate of good conduct, since it also includes all offenses committed abroad. Such screening measures are implemented, for example, by companies that work extensively with employees from abroad or with Dutch nationals who have lived abroad for a long time.

Certificate of Conduct

A Certificate of Conduct is a document certifying that you are eligible to perform the job for which you have applied. The screening process involves many different screening profiles. Sometimes a specific screening profile applies, and sometimes several general profiles apply to the position for which you have applied.

Screening is a snapshot in time, but it is necessary to determine whether you are eligible to perform certain functions or tasks. A screening profile ensures that you are screened in specific areas. This means that even if you have a criminal record, you may still be able to obtain a Certificate of Conduct (VOG), because you are not screened for everything.

This means that a past speeding ticket does not have to stand in the way of a future sales position. That is because only relevant offenses are considered. Those are those that could have a direct impact on the position and the target audiences you will be working with.

CBC vs. CoC

So what is the difference between a criminal background check and a VOG? First, a VOG does not take into account all the offenses listed on your criminal record. That means you can still get a job even if you have a criminal record. A criminal background check is therefore more thorough than what is examined in a Certificate of Conduct.

So they are not the same, but the terms are often confused and used interchangeably. For example, a VOG is more commonly requested for a job than a comprehensive criminal background check. The latter is more likely to be considered for more demanding professions, such as a police officer.

One thing they do have in common is that offenses can be removed from your criminal record. Once the retention period has expired, the offense will no longer appear on your criminal record. This is beneficial in both cases, both for your criminal background check as for your Certificate of Conduct.

What is a Certificate of Conduct (VOG) in the Netherlands?

What is a Certificate of Conduct in the Netherlands?

You often see the term “VOG” mentioned in job postings. You might have a slight idea of what it could be, but you are curious about its exact meaning. Why do you need to apply for one, what can your employer do with it, and perhaps most importantly: what benefits does the Certificate of Conduct offer you? In this blog, we will explain what the VOG is in the Netherlands.

Certificate of Conduct

A Certificate of Conduct is a declaration that you must apply for in the Netherlands in order to qualify for certain jobs. After all, we are all responsible for society. So we must ensure that those who cannot protect themselves are still protected.

A Certificate of Conduct (VOG) helps with that. This certificate indicates that, at the time of issuance, the person did not represent a danger to the position he or she will be filling. “Danger” can be understood in the broadest sense of the word.
For example, in the case of a taxi driver, the focus is naturally on whether you have committed any speeding violations. For a position involving large sums of money or valuable goods, a theft conviction can carry significant weight and may prevent you from receiving a VOG.

In jobs where you primarily interact with vulnerable groups, you are required to have a Certificate of Conduct (VOG). This is stipulated by law. A taxi driver is a good example of this, as are positions in childcare and long-term care. We need to protect them, but also our own colleagues. So, you are actually applying for a VOG in the interest of others.

VOG for your employer

To prove that you truly are not a danger to society, you must show your VOG to your employer. We are not talking about a copy or a photo, but the actual declaration.

As soon as you receive your VOG, you must show it to the person responsible for maintaining the records. In large organizations, that will be the HR department; in smaller ones, it will be the secretary or the director themselves.

Due to privacy laws, a company is not allowed to keep your VOG. They may only verify its authenticity using the characteristics that indicate it is genuine. They must then note somewhere in your file that they have seen your valid VOG.

The VOG benefits

In some cases, a VOG literally means you can get a job, and maybe even your dream job. If you had made different choices in life, you might never have been able to get that job.

Because you have no criminal record and have not committed any offenses that would affect your work, you can take on that job.
That is one of the benefits a VOG offers you. Moreover, you are also protected from your coworkers. When you start a new job, you do not get to know your coworkers well in just a few weeks. In any case, the conversation about criminal records will not come up anytime soon.

If you start working for an organization where everyone is required to apply for a VOG, you do not even have to discuss criminal records because you know you are safe. While the VOGs may represent a snapshot in time when they are issued, that declaration will still have an impact on your coworkers. In some industries, continuous screening is even required. This means that your industry association will be notified if anything is added to your criminal record. If you are no longer eligible for a VOG because of that new entry, then unfortunately you will have to quit your job.

Which jobs require a VOG in the Netherlands?

For which jobs is a VOG required in the Netherlands?

You will be travelling to the Netherlands in the upcoming months. Your plan is to stay there for a couple of weeks or maybe even months. You may have to find a job to extend your stay. So, you are already wondering for which jobs a VOG is required in the Netherlands. Find out if you possibly need one yourself.

A mandatory VOG

For certain jobs in the Netherlands, it is mandatory to be able to present a VOG. This requirement is stipulated by law for those jobs. In most cases, the mandatory VOG applies not to a specific job, but to an entire industry.

As a society, we want to protect vulnerable groups. These include children, the elderly, and people with disabilities. They need to be protected because they cannot always protect themselves. A Certificate of Conduct is intended to ensure that, as an employer and coworker, you know that an employee is trustworthy.

The jobs for which a VOG is required involve vulnerable groups that we as a society want to protect. For example, a VOG is required by law for positions in childcare and long-term care, taxi drivers and child care providers, among others. This requirement applies to all positions, whether you are an employee, an intern, a volunteer, or a self-employed individual.

In need of a VOG

We do not just need a Certificate of Conduct (VOG) when working with vulnerable groups. Confidential information, money, and products can also be reasons for an employer to request a VOG from you. In most cases, this requirement is not stipulated by law for such positions, but it does not have to be.

An employer is entitled to decide for themselves whether to request a VOG from you. For example, if you handle large sums of money, it may be in your employer’s best interest to request a VOG from you to verify your integrity.

While a VOG is and remains a snapshot in time, you would not want someone with a criminal record because they have previously committed theft, working for your company.

The VOG you need

An employer may require a VOG from you, but conversely, you may also need a VOG. Of course, you will need the VOG as well if an employer asks for it. Without a VOG, you simply cannot start the job in the first place.

However, there are other situations in which you might need a VOG. For example, you might need a VOG as a self-employed person for your clients. You might also need one to join a shooting club. If you want to become a member of your local shooting association, you will have to apply for a VOG.

You may also need a VOG if you have to apply for a visa. That is not likely to be the case, though. If you are only coming here for a few months, you would not need a visa for another country, and you will simply return home. Are you planning to live here for several years or return as an expat? Then, of course, it wil be a different story.

For the few months you will be here, the VOG for the shooting club makes the most sense. It is also a great way to meet people, in addition to any work you might have. Do you want even more interaction? Then you might also consider doing some volunteer work. For most volunteer positions, a VOG is free. That saves you some money!

It is important to know that you will need to apply for a new VOG for every situation in which you need one. That means one for your job, one for the local shooting club, and potentially one for volunteer work.

How long is a VOG valid in the Netherlands?

How long is a Certificate of Conduct valid for in the Netherlands?

You are aware that you probably have to apply for a Certificate of Conduct for your job in The Netherlands. You are just wondering how long that certificate is valid for. Can you use it again for a new job? And do you have to apply again if the Certificate of Conduct is no longer valid? All the questions you may have, will be answered in this blog!

The validity period of a VOG

How long a VOG is valid depends on the work you will be doing and, primarily, on the industry. There is no single validity period that applies in all cases. In most cases, you can expect a validity period of between 2 and 6 months. The validity period is therefore not specified anywhere in the law, but is determined by your employer.

During that period, you could technically reuse your VOG. However, in practice, things work a bit differently. You could only reuse your VOG if you are applying for a different position within the same company. That position must also require the same screening profile.

If all of those conditions are met, your VOG will still be valid for 2–6 months. Otherwise, a VOG is unfortunately primarily for one-time use. That number of months is determined because a VOG application is a snapshot in time. You may be eligible today, but things could be very different tomorrow or next week. That is why a line has to be drawn somewhere. A 6-month validity period is therefore uncommon, but it does exist. Ultimately, the employer decides how long your Certificate of Conduct (VOG) must be valid before they actually hire you.

Reuse your VOG

In most cases, you would not be able to reuse your Certificate of Conduct (VOG). This is because you will often start working for a different employer. Your VOG will then immediately expire.

Your Certificate of Conduct lists your employer’s name. If you change jobs, that employer is no longer the same. This means your VOG is no longer valid. You will also often have to undergo screening based on completely different screening profiles. After all, when applying to a different company, you may not be applying for the exact same position. It could be a different position altogether.

For these various reasons, there will be very few instances where you will be able to use your VOG again. So when applying for a job, you should assume that you will only need to use your VOG once. Once the employer has seen your VOG, you can generally get rid of it. Just make sure to check that they have properly noted that they have seen a valid VOG from you.

It is also important to keep in mind that you should not apply for your VOG too far in advance. Otherwise, it will have expired before you even need to show it. Since many companies these days prepare the VOG for you, this does not happen often. However, it could happen to you, of course, because you might want to have everything arranged from abroad well before you travel to the Netherlands. In that case, be sure to check with the company where you will be working and make clear arrangements with them.

Apply for a new VOG

If you are changing employers, you will need to apply for a new Certificate of Conduct. Unless, of course, your new employer does not require a VOG for your position at all. That is also a possibility.

You will also need to apply for a new Certificate of Conduct if you need it for another purpose. For example, if you are going to become a self-employed professional or if you want to join a shooting club. A Certificate of Conduct is tied to the specific purpose for which you are applying for it, whether that is an employer or the local shooting club. Whenever you need a Certificate of Conduct, you must apply for a new one.

Will you continue working for the same employer for many years? In that case, you do not need to apply for a new VOG after your current one expires after six months. Your VOG remains valid for as long as you work there. However, if continuous screening applies, you may need to reapply for a VOG more frequently.

How much does a Certificate of Conduct (VOG) cost?

How much does a Certificate of Conduct (VOG) cost in the Netherlands?

Are you coming to the Netherlands soon and do you need to apply for a VOG? You are probably curious about the costs you have to pay for a Certificate of Conduct before the application process. In this blog we will discuss all the costs of a CoC and for which one you can submit a claim.

An online VOG

The cheapest Certificate of Conduct is an online CoC. You have to pay € 33,85 for the application process. The costs are in most cases for you, because it is your Certificate of Conduct and your responsibility to have one. The responsibility is not for the company you will be working for. However, they are usually involved in the application process. At most companies, the application form is made available to you online. Most of the form is already filled out for you. It is up to you to fill in the rest of your information and review it before you actually submit the form.

By submitting the form, you will pay for the costs of € 33,85. At some companies you can submit a claim to have the costs reimbursed afterwards. That is only the case for very few companies. In many cases, the costs will be yours and will remain yours. That is why it is all the more important to carefully check the information before you submit your application form. If there are errors in the form, those errors will also appear on your VOG. And incorrect information or spelling errors automatically result in an invalid VOG.

You can retrieve your Certificate of Conduct in 1-4 weeks from your Message Box. You can only apply for an online VOG if you already have a DigiD in the Netherlands. To do so, you must, for example, be registered in the Personal Records Database and therefore have a permanent residential and mailing address in the Netherlands.

A hard copy VOG

Of course, the hard copy VOG is also still available. The costs are just a bit higher. The costs for a written VOG application are            € 41.35, which you pay at the municipality where you are registered. This can be another municipality than where you currently live.

The company you will be working for can initiate the written VOG application process. They will then fill out part of the form, which you must, of course, review before submitting it. You pay the VOG fee to the municipality where you are registered.

Do not forget to make an appointment in advance. You cannot submit your VOG application without an appointment. Also, be sure to bring a copy of your ID or passport with you.
Are you still living abroad but need to apply for your VOG in advance? In that case, you can submit your application via email, but the VOG will be sent to you by mail. You must make sure you are still living there when the mail is delivered. Otherwise, you would not be able to receive your VOG.

Fill in this form and make sure it is signed by your new employer as well. If everything is correctly filled in, you can send the PDF-file in e-mail to vog.np.rni@justis.nl together with a copy of your ID-card and proof of payment. You have to pay in advance if you are applying for your Certificate of Conduct from abroad. You have to transfer € 41,35 to NL31 INGB 0705 0054 53 in the name of Min. van Justitie en Veiligheid 605/ JUSTIS COVOG te Den Haag stating your name, as the applicant.

A VOG for free

There are also ways to obtain a VOG for free in the Netherlands. To qualify, you must be working as a volunteer. For example, you could work behind the bar at your son’s or daughter’s sports club, or volunteer at a local nursing home. There are many volunteer opportunities where you can do your part for society.

If the organization you will be working for is enrolled in the Free VOG program, you can also get a free VOG for your volunteer work. If they are not enrolled, then unfortunately you will have to pay the full costs. However, sometimes you can claim those expenses back. After all, you are not getting paid for the work you do. So it feels wrong to have to pay for the VOG yourself.

Do expats need a VOG in the Netherlands?

Do I as an expat need a Certificate of Conduct to work in the Netherlands?

Are you coming to the Netherlands for work as an expat? Then it can be the case that you need a VOG for your Dutch job. If you need one should be determined. There are a couple of situations in which you need a Certficate of Conduct. In the article we will explain to you when you do need a VOG as an expat and when you do not need one.

VOG for expats

It is not a fixed rule that, as an expat, you must apply for a VOG in the Netherlands. It totally depends on the job you are taking on. Unlike someone who moves to the Netherlands for a job, as an expat you already have a job. Often, you are temporarily assigned to another office or location. So you are still working for the same company, but you are coming to work in the Netherlands for a while because you are needed here.

In most cases, you would not need a VOG, since you would be working for the same international employer. However, the Dutch office may require all its employees to apply for a VOG. In that case, as an expat, you will have no choice but to do the same. Depending on how urgently they need you and when you arrive, you may be able to start working right away until your Certificate of Conduct arrives in the mail.

There are no specific VOGs for expats. As an expat, you should apply for the VOG required by the Dutch office. Always make sure to clarify which screening profile applies to you. Often, they will already fill out part of the application form for you. It is up to you to check all the information and actually submit the VOG application. Please contact your international employer to discuss the costs. It is quite possible that the office in your home country will reimburse you for the costs, since it is not always the employee’s choice to live abroad for a few months.

The VOG you may need

In the Netherlands, you are required to have a VOG if you work with vulnerable groups. For example, VOGs are mandatory in the childcare and taxi industries, to name just two examples. It is very unlikely that you would be sent to the Netherlands specifically for those industries. Often, there are no international companies in these sectors.

So far, we have only discussed sectors where having a VOG is required by law. Employers still have the option to request a Certificate of Conduct from their employees. This often happens when you are dealing with sensitive information or goods. For those types of positions, you might be assigned to a Dutch office. This means that, as an expat, you may need to apply for a Certificate of Conduct to prove that you can handle sensitive information.

If you need a VOG for that job in the Netherlands, the company will likely not make an exception for you just because you are an expat. Of course, it is possible that headquarters might cover the cost of the application, for example.

A VOG often applies to a specific industry and not necessarily to a specific job position. This means that everyone must apply for a VOG, from interns to management positions and from secretaries to volunteers. As an expat, you are no exception to this rule.

The office where you will be working can help you with the application, because there are a lot of different ways to apply for a VOG. It depends on your current housing situation, which way of application applies to you.

How long does it take to get a VOG in The Netherlands?

How long does it take to apply for a Certificate of Conduct in The Netherlands?

In a few weeks you permanently move to the Netherlands to live and work here. In the meantime you looked at some jobs and saw a few vacancies that appealed to you. Some of them stated that a VOG is required. Now, you are wondering how long it takes to get a VOG in The Netherlands. With other words: can you still apply for a VOG before you move or should you be looking at other jobs in the beginning?

The VOG application process

Applying for a VOG (Code of Conduct in English) is rather simple. As a Dutch citizen it is very easy and quick to apply for your VOG. As someone who still lives abroad it is a bit different. At least both applying processes are online and your application will be directly sent to Justis, the government agency that is the only one authorized to issue a Certificate of Conduct (VOG).

As a Dutch citizen it takes you no longer than half an hour to apply for your VOG. It is very common that the company that requires a VOG for you will provide you with the registration form online. You can access it in your Message Box. Much of the information will already be filled in by your new employer. It is up to you to fill in any missing information and double-check all the details. A single spelling mistake could really cost you your VOG.

Are you applying from your home country? Then you need a Certificate of Conduct as a non-resident, since you do not live in the Netherlands yet. You will have to fill in this form, which is unfortunately in Dutch. Your new employer need to sign the PDF as well, before you can hand in the document. Send the PDF-file, accompanied by a copy of your passport or ID-card via e-mail to vog.np.rni@justis.nl. Make sure you have paid for the procedure in advance by transferring 41.35 euros to Justis using the following account number NL31 INGB 0705 0054 53 in the name of Min. van Justitie en Veiligheid 605/ JUSTIS COVOG te Den Haag stating your name, as the applicant.

Include the proof of your payment also in the e-mai you are sending to Justis, otherwise your application cannot be processed.

The VOG delivery time

Usually, it takes 1–4 weeks before you can expect to receive your VOG in the post. During busy periods, the wait time can be extended to 8 weeks. Be sure to take this wait time into account when applying for a VOG abroad. Especially if you are not living much longer abroad, this waiting period is extremely important. Because you are not yet living in the Netherlands when you apply, your VOG will be sent to the address in your home country.

In theory it can be the case that your Code of Conduct will be delivered when you are already living in the Netherlands. So please keep this delivery time in mind and add a week extra for the shipping abroad.

Are you travelling within the time you have to wait? It will maybe be best to not go through with your application. It is better to arrange everything when you are in the Netherlands, so you can actually receive your Certificate of Conduct in person. Maybe you can even wait long enough to get all the Dutch paperwork you need, so you can eventually apply for a VOG online!

Please note that the waiting time is based on the number of applications. It has nothing to do with whether or not you will receive a VOG. Everyone must be screened, and that simply takes time. As long as you do not have a criminal record, you will always receive a VOG, even if you have to wait 8 weeks for it. However, it is important to double-check everything carefully when applying. A single spelling error will mean your VOG is invalid, and you will have to go through the entire process again.

Do I need a VOG to work in the Netherlands?

Do I need a Certificate of Conduct (VOG) to work in the Netherlands?

You are soon traveling to the Netherlands to live here or you already traveled here to build a life. You are still in doubt about which job you want to apply to. You came across a lot of vacancies and saw that many of them requested a VOG. Now, you are wondering if you always need a VOG to work in the Netherlands.

What is a VOG?

First of all, you need to know what a VOG is. A VOG better known as a Certificate of Conduct is a certificate that a company may ask you for when you start working there. A VOG is a certificate you receive after successfully passing the screening process. Different screening profiles may apply to different jobs. In practice, this means that you need a different screening profile for different jobs. For example, you might pass the screening for one job but not for the other, because the screening criteria differ.

The screening is and remains a snapshot. Nevertheless, we in the Netherlands continue to require a Certificate of Conduct (VOG). After all, we want to protect our vulnerable society as best we can. Even though it is a snapshot, people are at least being screened, and that is always better than nothing.

Often, you do not have to worry at all about applying for a VOG in the Netherlands. Of course, you are nervous, because there is usually something important at stake. A job provides your income. And often, there is a specific job you want to work at. In that case, there is a lot at stake for you, because everything depends on that VOG.

Still, most people do not need to worry. If you do not have a criminal record, you will always automatically receive a VOG. Of course, you will still have to go through the screening process, and it will take just as long. But you do not have to be worried, because a VOG is always guaranteed.

Do I need a VOG?

Whether you will need a VOG depends on the job you are applying for. There are certain jobs for which a VOG is mandatory. These are jobs that involve frequent contact with vulnerable groups. Examples include childcare and elder care, to name a few. For these jobs, the law requires that you have a VOG.

Of course, there are countless other jobs in Amsterdam alone. However, that does not mean that if you are looking for a job outside the healthcare sector, you automatically do not need to apply for a VOG. You may have already noticed this from the job listings you have been looking at.

Companies are entitled to ask you for a VOG. So it is possible that you will not need to apply for a VOG at the company down the street, while your wife will have to do so for the same position at the company two blocks away, even though both companies operate in the same industry.

Whether or not you need to apply for a VOG should be specified in the job posting. Otherwise, you can always ask during the job interview whether it is necessary to apply for a VOG. If a company requires one, it is also common for them to fill out part of the form for you and then start and prepare the application on your behalf. You will have to complete the process yourself, though, because in most cases, the cost of a VOG is your responsibility. Of course, there are always exceptions, and there are also companies where you can submit a reimbursement claim for those costs.

Apply for your Dutch Certificate of Conduct

Do you need a Certificate of Conduct for your new job? Then it will be good to know how you can apply and what they need from you for your application. In this article we will tell you all that you need to know, and we will navigate you through the steps and different processes.

Applying from the Netherlands

First it is very important where you currently live. Do you live in the Netherlands already? Or even for a couple of years now? Then it is easier to apply for your Certificate of Conduct. If you already live here, we can assume that you have a valid DigiD, which you need for your application.

In many cases, your new employer will prepare a Certificate of Conduct for you. You will receive the application in your government Message Box, where you can continue filling out and reviewing the form. Your employer has usually already filled out part of it. That does not automatically mean the information is correct. Always double-check the details a few times before proceeding to the next step in the process. An application with errors will result in a CoC with errors. And a CoC with errors—even if they are just spelling mistakes—means it is unfortunately invalid.

Once the form is complete and verified, you can finalize the application by paying the fee. Your CoC application will then be automatically forwarded to Justis. You can also apply for a CoC yourself at any time by clicking the button below. This is often done for freelance positions that require a Certificate of Conduct. Besides, it is not just for a job that you might need a Certificate of Conduct. Sometimes it is for other personal matters. Think of membership in a shooting club, for example.

Without a DigiD it is still possible to apply for a CoC, but it is a little bit harder, because the procedure is different and takes more time. The shorter way is still applying for your Certificate of Conduct online and therefore you do need a valid DigiD. Always let your new employer know that you do not have a DigiD. This is because they will then have to use a paper-based procedure. You will need to submit the completed documents along with a copy of your ID card or passport to the municipality where you live in the Netherlands. This may be a different municipality than the one where you will be working.

Applying from abroad

Are you still living in your home country and planning to move to the Netherlands? It makes sense to look for a job in advance. However, you may need a Certificate of Conduct. You can often have a job interview online, or you might be able to make a round trip for it if you do not live too far away. But if you are hired, you will still have to apply for a Certificate of Conduct remotely.

You will apply for a CoC as a non-resident because you do not yet have a permanent place of residence and are not registered in the Basic Registration of Persons. Those matters will be addressed once you actually move to the Netherlands. For now, you can simply proceed with the VOG application. You can do this directly through Justis by filling out the form in its entirety. Make sure the company you’ll be working for has also signed the PDF file. After that, you can email the document to Justis via vog.np.rni@justis.nl.

If you are unable to get the company to sign it, you will need to include another document showing that you will need a Certificate of Conduct. This could be a printout of a webpage from the company, or a letter explaining this.

You must also include a copy of your ID card or passport. This can also be an ID card or passport from an EEA country. If you do not have either of these, you can send a Dutch foreigner’s document via email. Otherwise, you will have to wait until you have all your Dutch documents to apply for the CoC.

For this procedure, it is also important that you pay for your CoC in advance. Transfer the 41.35 to Justis using the following account number NL31 INGB 0705 0054 53 in the name of Min. van Justitie en Veiligheid 605/ JUSTIS COVOG te Den Haag stating your name (the name of the applicant), and be sure to include proof of payment in your email. Otherwise, they will not be able to process your application.
